Overview
If a workflow state has been configured with an 'Assign to user' action, a notification will be sent to the assigned user when an object is moved to this workflow state.If the next workflow states have been configured with the same 'Assign to user' -action and the same assigned user, a new notification will not be sent that the object has been assigned to them, as the object has already been assigned to them in the previous state.
This is currently working as intended.
Solution
If the users want to receive notifications from consecutive workflow states, this can be done by configuring a 'Send Notification' action to the states.An Improvement has also been logged (ID 169153) to have the system send a notification on consecutive workflow states as well even if the assigned user is the same user in each state.
