Overview

Microsoft Copilot and Microsoft Graph are different services with slightly different sets of licenses/license compatibilities. All licenses needed/compatible for Copilot license do not allow uploading contents to Graph, that Copilot uses. Browsing Microsoft's sites, seemingly the same license set might include licenses that are only compatible with Copilot, but not with Graph i.e. for uploading contents. This article will tell you the right place to check the compatible licenses for also uploading documents for the use of Copilot.

Solution

Microsoft Search indexes all your Microsoft 365 data to make it searchable for users. With Microsoft Graph connectors, your organization can index third-party data, ensuring it appears in Microsoft Search and Microsoft 365 Copilot results. That said, the hierarchy of services is as follows:

Microsoft Search (abstraction layer for all features below)

            -> Microsoft Graph Connector (License like Microsoft 365 Business Standard)

                        -> Data source (store) in Microsoft (included to the license above)

-> Microsoft search services like plain Search or Copilot (Copilot license as add-on to a compatible subscription plan, like Microsoft 365 Business Standard)

As you can see, the license sets are slightly different. For example, in the latter page Microsoft 365 Apps for enterprise license, that is compatible with Copilot license, does not include a license for Microsoft Graph. Instead, Microsoft 365 Business Basic includes Microsoft Graph, and it is compatible with Copilot license.
