Overview
When previewing Excel documents, sometimes they will show as an Excel preview.
And sometimes they will show as a PDF preview.
This can be confusing to users.
There seem to be two main things affecting this as seen in the two KB articles listed here:

Solution
If users would like to have a unified preview against a file type, the two above KBs in conjunction should solve the issue where a single preview is always shown.
With the above registry settings, Excel files will always show with the Excel preview as seen in the first screenshot of this KB.
